Romtohome is that Nintendo 3DS ROMs site which allows you to download a bunch of ROMs for different platforms for free. To check out the list of ROM game files, click on the Nintendo drop-down menu that you see in your top right corner. A .exe file is not a 3ds rom. It's an executable, a computer program. I tried it, and it starts a downloader which, as the name suggest, downloads the file through an application. It works without problems, download as fast as your connection goes, and the rom works perfectly. The site also has A LOT of roms availables which is tempting. Now take the .3ds file and launch it in Citra (if it doesnt work, try the -alt file) and it should run as planned. Part 6 - Proof that it works - And now we see it in Citra! (You may need extra files dumped from 3DS to run certain games on Citra, though.)
